Using critical policy analysis, the presenter will interrogate policies and recommendations set forth in NC Senate Bill 873, “Access to Affordable College Education Act.” By revealing the lack of socio-historical context taken into consideration by the UNC System and Board of Governors in their initial plan to increase “access” that instead focuses on increasing “enrollments,” the presenter will lead attendees in discussion about an HBCU’s journey of defining institutional access after choosing not to participate in the state’s proposed tuition plan.
